Thomas Avery was co-owner of W & T Avery Ltd. with brother William. The Averys manufactured scales and weighing machines. The brothers steered the Smethwick-based company through a period of rapid expansion in the mid-1800s.

Thomas retired from business and entered politics in 1864. He was an Alderman for thirty years and held the office of Mayor of ¶®ÒõµÛ on two separate occasions. His two major civic achievements were the development in 1874 of a private waterworks under town-ownership and in 1878 a sewerage works located in Saltley.
